
Louisa Long Jaffe
CEO
Louisa Long Jaffe, a retired U.S. Army Lieutenant Colonel, brings more than five decades of combined military and private sector leadership to her role as CEO and President of Technical and Project Engineering, LLC (TAPE). Commissioned in the Women’s Army Corps in 1973, she served 28 years in the U.S. Army and Army Reserves, including over a decade at the Pentagon as a Media Relations and Public Affairs Officer supporting Army senior leadership during Operation Desert Storm and the post-9/11 mobilization. She separated from military service in 2002.
In 2003, Ms. Jaffe co-founded TAPE with her late husband, William Jaffe, and has since led the company’s strategic direction, operations, and growth. She pioneered TAPE’s core capability, Program Management as a System (TAPEAbilities®), rooted in ISO 9001, ISO 20000-1, ISO 27001 quality processes, and continues to oversee business strategy, employee engagement, product research, and customer solutions.
Recognized nationally for her contributions, Ms. Jaffe was named the first woman “Vetrepreneur of the Year” by the National Veteran-Owned Business Association and honored as a White House “Veteran Champion of Change.” She served on the Board of Advisors of the National Contract Management Association (NCMA) and is an active member of Women in Defense, Women in Technology, the Army Women’s Foundation, and several other professional and veterans’ organizations.
Her private sector background spans marketing, public relations, IT, and business management, with leadership roles in media, commercial real estate, and agribusiness. She holds degrees in English and Citrus/Marketing, postgraduate studies in business management, and professional certifications including Oracle Database Administration.
