Program Manager, Training Systems (PM TRASYS) Support Services (PTSS) – Training Solutions
TAPE’s Orlando, Florida office was home to our Program Manager, Training Systems (PM TRASYS) Support Services (PTSS) team. With nearly 60 employees, PTSS was one of TAPE’s biggest contracts ever.
PM TRASYS is an acquisition office that provides support to Marine Corps Systems Command with primary customer support to the Training and Education Command and major Marine Corps bases and stations. From 2015 to 2018, TAPE provided support for the portfolio of 29 Training Aids, Devices, Simulators, and Simulation (TADSS) systems. Each TADSS program has at least one associated contract for developing and/or sustaining the training system or service.
The scope of the PTSS contract included:
- Program analysis
- Program support services
For logistics support, we used a Performance Based Logistics strategy to ensure we thoroughly analyzed all programmatic documentation (capability documents, system specifications, and Key Performance Parameters). This strategy allowed us to deliver the best Analysis of Alternatives and Trade off Analysis to PM TRASYS. The benefits to the client were at least threefold — optimized customer support, faster response times, and lower cost.
TAPE’s instructional support on PTSS included Instruction System Design and Performance Based Instruction throughout each TADSS program’s acquisition life cycle. Our Instructional Systems Support team analyzed and evaluated multiple facets of training systems (including usage data) to ensure the customer received the most effective training products and devices. We also wrote Verification and Validation Plans and conducted Fidelity Assessments and Training Effectiveness Evaluations. In addition, we assessed the instructional integrity of all training products. Overall, PM TRASYS benefitted by receiving the most effective training products and devices.
Overall, we supported PM TRASYS in providing training systems and training support services for live, virtual, and constructive (LVC) simulation training environments (TEs). We provided integrating architecture, integrated dynamic virtual and constructive synthetic battlespace, integration and simulation of operational systems, and user services. As part of our cost analysis support, TAPE collected information and analyzed and documented cost research associated with LVC TEs and related it to the PM TRASYS portfolio of programs. Our resulting Program Life Cycle Cost Estimates allowed PM TRASYS to provide the important information needed to produce: correct budget figures for training needs.
