Army Program Executive Office Simulation, Training and Instrumentation (PEO STRI) Systems Engineering and Technical Assistance (SETA)

For over 15 years, TAPE provided SETA support to Army PEO STRI. PEO STRI focuses on making material development, acquisition management, and life cycle support for soldier and unit training, simulation, and testing capabilities interoperable, cost efficient, and effective. We excelled in providing engineering, program management, and other support functions for critical PEO STRI programs. We were the only subcontractor providing visual/system engineering and project coordination support to all PEO STRI program managers.

With our 21 Statement of Work (SOW) areas, this SETA contract demonstrates elements of all three TAPE corporate core capabilities – technology services, training solutions, and management consulting.

The PEO STRI SETA contract is an excellent example of TAPE’s expertise in modeling/simulation and visual engineering. In supporting critical PEO STRI simulator programs, we performed all the visual engineering and visual system engineering work for complex systems and helped implement distributed interactive simulation application protocols.

For example, we participated in the test working group of the Live, Virtual, Constructive Integrating Architecture that supported successive fielding upgrades. TAPE coordinated directly with representatives from the National Simulation Center at Fort Leavenworth on this project. We also evaluated building drawings for Korea’s Virtual Simulation Center to verify that they met trainer requirements.

In another example, on the Bradley Gunnery Conduct of Fire Trainer-Situational Awareness program, TAPE provided systems engineering support on field-of-view requirements for various simulated displays and performed modeling and simulation of visual special effects requirements such as smoke, weather, and explosions.

As testament to our outstanding support, TAPE team members received the 2013 Department of Defense Value Engineering Achievement Award for our contributions to team that engineered an over $100 million cost avoidance capability to distribute government-owned Synthetic Environment CORE (SE CORE) modeling and simulation products.

Acquisition support was also a key part of the PEO STRI SETA contract. For the Virtual Clearance Training Suite Mobile and Institutional Route Clearance Trainer programs, TAPE provided technical input for the Standards Requirements Document, Performance Work Statement, Engineering Change Proposals, and SOW. We also supported the SE CORE by developing SOWs, Requests for Information and Requests for Proposal documentation, Independent Government Cost Estimates, and Technical Proposal Evaluations.
