Mr. William Jaffe is a co-founder and the Executive Vice President/General Manager for TAPE. He is responsible for TAPE’s aggressive, high-growth strategy, focusing on corporate development, including certifications (ISO 9001), M&A, IDIQ PMO, Mentor-Protégé (both as Protégé to a large integrator and as Mentor to a small fellow SDVOSB) and corporate proposal responsibilities. Mr. Jaffe’s blog – FederalSmallBizSavvy.com – is a virtual dialogue with other rapidly-growing small and mid-tier Federal contractors. Readers of his blog will benefit from his proven experience and expertise in crafting small business growth strategies that are flexible, adaptable, practical, and successful. Mr. Jaffe also serves as President of the CEO Roundtable for the Mid-Tier Advocacy. This non-partisan organization is made up of the country’s top veteran-owned, service disabled, hub-zone certified, minority-owned and woman-owned businesses and works towards the elimination of the competitive disadvantage facing mid-tier government support services companies.
Prior to TAPE, Mr. Jaffe had more than 25 years of consulting, management, and commercial executive-level industry experience, with more than 20 years in the Federal sector as a program and project manager, business developer, and senior division executive. The success of his visionary leadership since co-founding TAPE is due in large part to a unique concept of consulting and enterprise support that focuses the company’s support services on performance management and the use of metrics to develop a performance-based management approach. Mr. Jaffe created a proprietary methodology to evaluate metrics – called the Behavior Based Performance Metrics Methodology (BBPMM™) – by incorporating lessons learned and best practices developed over his 30 years of experience with performance and project management, as well as acquisition support.
Mr. Jaffe’s prior experience includes his tenure as Vice President of Corporate Development for an 8(a) certified small business, providing a focused array of IT professional services. During a two-year period, his leadership facilitated an accelerating growth of revenue from $3 million to $9 million annually, with a #1 rating on the Washington Technology Fast 50 list. Mr. Jaffe spearheaded the successful effort to establish ISO 9001 certification and facilitated the company’s Mentor-Protégé agreement with EDS under the Army/DoD program. Prior to his tenure with this 8(a), Mr. Jaffe led the development of the systems engineering practice at another 8(a), where he facilitated the growth of the company from 8 employees when he joined, to a $60 million annual Federal IT consulting service provider before the company was sold. During his 10-year tenure, Mr. Jaffe coordinated and managed a software development and systems engineering practice that grew to a team of 150 professionals. Most notably, his leadership resulted in the company achieving CMM Level 3.
Mr. Jaffe also worked at CACI, as well as a major engineering staffing supplier, and in the commercial sector at Amtrak, where he was responsible for the accounting and cost management of a $2 billion Northeast Corridor track reconstruction program. He also worked at Marriott Corporation, where he was the Manager of the worldwide office automation program.
Mr. Jaffe holds an MBA with high distinction from Amos Tuck School at Dartmouth College and a BS in International Studies from Georgetown University’s School of Foreign Service, with honors. His achievements are highlighted in Profiles in Success, volume 9.
