Dr. William G. Lese, Jr.

Dr. Lese is a former TAPE Senior Vice President, Strategic Solutions. In this capacity, he was responsible for the company’s strategic planning and relationships.
Prior to joining TAPE, Dr. Lese had more than 32 years of experience with the U.S. Department of Defense. As a Deputy Assistant Secretary, Program Analysis and Evaluation (now Cost Analysis and Program Evaluation), he was responsible for analyses of force structure and weapons systems decisions impacting $150 billion of the U.S. Defense Department budget. Dr. Lese also served in the Office of the Secretary of Defense as Director, Land Forces Division, Program Analysis and Evaluation, where he was responsible for the allocation and integration of $85 billion in Army and Marine Corps programs.
Prior positions within the Office of the Secretary of Defense include serving as a staff specialist in the Operational Test and Evaluation Division. Dr. Lese also served in SES positions as Scientific and Technical Advisor for the Chairman of the Joint Chiefs of Staff and Commander of HQ U.S. Central Command. His government career was complemented by university faculty positions at Georgetown, American University, and the University of Delaware.
An accomplished executive and industry leader, Dr. Lese also served as Vice President of Northrop Grumman’s Information Technology’s Simulation, Analysis, and Training Systems (SATS) operating unit. Under his leadership, the business steadily grew, had revenues of more than $300 million annually, and maintained an extensive pipeline of new business.
Dr. Lese earned a BS in mathematics from California University of Pennsylvania and an MS and PhD in Mathematical Statistics and Computer Science from the University of Delaware. He attended the National War College and the Harvard University Senior Managers in Government Program, National and International Security, and Senior Officials in National Security.
