Alexandria, Va. – Technical and Project Engineering, LLC (TAPE), “Measure Us By Your Results®,” announces the promotion of Mr. Ted Harrison from Senior Vice President, Chief Operating Officer (COO), to Executive Vice President/General Manager, effective January 20, 2021.
Mr. Harrison will continue managing all TAPE’s contract programs and associated personnel within our “TAPEAbilities®” of Training Solutions, Management Consulting, and Technology Services. Ted also will continue to oversee corporate administrative functions such as contract and subcontract management, accounting, human resources, recruiting, information technology, and security.
His new roles include:
- Advising CEO/President Louisa Long Jaffe on quality assurance policies and practices (directly supporting her in expanding TAPE’s documentation and certification programs such as International Organization for Standardization (ISO) 9001, Capability Maturity Model Integration (CMMI), and Cybersecurity Maturity Model Certification (CMMC))
- Co-planning with Ms. Jaffe and Chief Growth Officer, John B. Moore, regarding TAPE’s strategic proposal pipeline development and growth plan
- Overseeing all contract transitions
- Continually reviewing all TAPE personnel policies to keep them cutting edge for employee empowerment
- Serving as proxy for Ms. Jaffe, as required

Mr. Harrison joined TAPE in April 2018 after over 37 years of active service as an Army officer, retiring as a Major General. Most recently, Mr. Harrison served on the Section 809 Panel on Acquisition Reform tasked by Congress to find ways to streamline and reform Department of Defense acquisition. Before that, he served at the Pentagon as Director of Operations for the Office of the Assistant Chief of Staff for Installation Management. From 2013 to 2015, Mr. Harrison was Commanding General of the U.S. Army Contracting Command at Redstone Arsenal in Alabama. While there, he led an organization with over 5,000 personnel located at more than 100 sites across the globe and an annual operating budget of $400 million.
