Alexandria, Va. – Technical and Project Engineering, LLC (TAPE) announced today that the Office of the Chief of Naval Operations’ (OPNAV’s) Deputy Chief of Naval Operations (DCNO) awarded TAPE industry partner Whitney, Bradley & Brown Inc. (WBB) a contract with a $68.6 million ceiling to provide business management support services (BMSS) for the Manpower, Personnel, Training and Education (MPT&E) enterprise. The multiple-award indefinite delivery/indefinite quantity (MA-ID/IQ) vehicle has a three-year base period with two three-year options. WBB, supported by TAPE, will compete with four other awardees for task orders in areas such as:
The MPT&E enterprise is responsible for manning the Navy fleet and ensuring sailors’ preparation for their jobs and tasks. This work includes locating and recruiting individuals to administer training pipelines for sailors and ensuring the full manning of ships, squadrons, and submarines. The MPT&E domain consists of the DCNO, Bureau of Naval Personnel, Navy Personnel Command, Navy Manpower Analysis Center, Commander Naval Education and Training, and Commander Navy Recruiting Command.
The BMSS award is WBB’s second contract with OPNAV in which TAPE is a partner. The new award, in combination with an ongoing MA-ID/IQ contract to support the DCNO for Information Warfare, leverages WBB’s and TAPE’s expertise in providing manpower initiative support and overall BMSS to serve a wider segment of the Navy.
TAPE CEO and President Louisa Long Jaffe stated, “This award underscores TAPE’s growing Navy portfolio and core capabilities in management consulting and training solutions. It also further demonstrates OPNAV’s confidence that WBB and TAPE are effective industry partners for the mission of maximizing Navy resources and operational efficiency.”
